But it is now reported that the Kosovo winger should get his move to Bayer in the January window.
According to SPORT BILD, 24-year-old Rashica actually signed a five-year deal with Bayer after passing a medical.
However, the two clubs failed to agree financial terms before the window closed.
With plenty of time for Werder and Bayer to resolve those issues, Rashica is almost certain to move this winter.
Bayer still need another top attacker and Rashica, a proven talent in the Bundesliga, remains their first choice.
Rashica was also pursued by RB Leipzig and Aston Villa this summer, with the latter coming close to signing him.
