Gotze, who credited the presence of head coach Roger Schmidt for his decision, has agreed a two-year deal with PSV.
Gotze made world headlines when he scored Germany’s winning goal at the 2014 World Cup.
A high profile move from BVB to Bayern Munich didn’t quite go as planned and he returned to his boyhood club in 2016.
He will now begin a new adventure in the Netherlands with PSV, who are in this season’s Europa League.
The Dutch side drew PAOK, Granada and Omonoia in Group E of this year’s competition.
PSV had a busy Tuesday, bringing in Marco Van Ginkel from Chelsea for another loan spell.
Bayern Munich defensive midfielder Adrian Fein, 21, has also arrived on a one-year loan deal.
