A host of clubs approached ASSE for the France under-21 international, but only Leicester had a bid accepted.
Although he has made only 25 appearances for Saint-Etienne, Fofana has made a big impression in Ligue 1.
In his four appearances for Saint-Etienne this season, Claude Puel’s team kept three clean sheets.
Fofana explained that the chance to improve in England was a key factor behind his decision.
“I’m very happy to be here,” he said. “I’ve watched Leicester City closely since they won the title and they’re a top club in the Premier League.
“I know I will learn a lot from the players and the manager here, which is one of the main reasons I came. I can’t wait to get started.”
