RMC Sport reports that the 27-year-old will arrive in Rennes tonight and undergo a medical tomorrow.
The French side will have an option to buy Dalbert at the end of his loan spell.
Meanwhile, Rennes are also one of the clubs interested in signing Spurs centre-back Juan Foyth.
Foyth, along with Daniele Rugani of Juventus, is a candidate to strengthen the Rennes defence.
Rennes wanted Mohamed Simakan, but their €13m bid fell short of Strasbourg’s €20m asking price.
Dalbert’s departure will free up a space on the left at Inter, with Antonio Conte interested in Chelsea’s Marcos Alonso.
Alonso had a bust-up with Chelsea boss Frank Lampard at the weekend, which could make a deal easier for Inter.
Dalbert’s loan move to Rennes has now been made official by the French club.
