The England international moves to Dean Smith’s side in search of more game time.
Since his arrival from Everton in 2016 for £15m, 26-year-old Barkley has struggled to hold down a starting place.
He was a second half substitute in Chelsea’s first two games of the new Premier League season.
At Villa, the roving midfielder can expect more minutes ahead of the Euros next year.
Dean Smith said: “Capturing a player of Ross’s quality is a real coup for our Club and I am certain he will thrive here and improve our team.”
Villa have made a fine start to the new season, winning their first two games, and the addition of Barkley will give them added quality.
