It is reported that PSV have almost sealed a deal for Sangare, who will partner Pablo Rosario in the midfield.
PSV coach Roger Schmidt indicated earlier on Friday that he wanted to add a defensive midfielder.
And with Jorrit Hendrix possibly leaving the club, Sangare will be a welcome recruit for PSV.
Sangare has just a year left on his contract with Toulouse, making him an affordable and appealing option.
A three-time Ivory Coast international, Sangare has made 86 appearances in total for Toulouse.
The tall Ivorian was signed from his homeland by Toulouse in 2016 and has developed well in France.
Sangare started Toulouse’s first two games of the Ligue 2 season, but was conspicuous by his absence in their last two fixtures.
