The London club wanted a new goalkeeper following the disappointing performances of Kepa Arrizabalaga.
Kepa has struggled for form and been error prone since arriving from Athletic Bilbao for €80m.
Mendy will provide strong competition for the Spaniard as well as Willy Caballero, Chelsea’s other goalkeeper.
The French-born Senegalese international only moved to Rennes a year ago, arriving from Reims.
But in 34 appearances for the Ligue 1 club, he showed great quality, conceding only 32 goals.
