A prolific goal-getter throughout his career, Zahavi scored 103 goals in 117 appearances while at Guangzhou.
PSV were hopeful of signing Zahavi this weekend and have done just that, securing him on a two-year deal.
Zahavi will add experience to a young PSV squad and revealed his delight at the move.
“I’ve had a great time in China, but I want to show my skills one more time in Europe,” said Zahavi. “This is a unique opportunity for me. PSV want to win trophies and play attacking football. I am looking forward to the challenge of playing in the Netherlands.”
PSV’s rivals Ajax reportedly tried to hijack Zahavi’s move to Eindhoven, but were not successful.
Fenerbahce also showed interest in the 54-time Israel international.
