Barcelona need to sell players in order to fund new signings this summer, but have been struggling to find buyers.
In the case of Semedo, the agent Jorge Mendes has taken control of negotiations.
Mendes has a very close relationship with Wolves and their Chinese owners, and his involvement has been crucial in talks.
Wolves could pay up to €40m for Semedo, which would see them reinvest a big chunk of the money they received for Diogo Jota.
Semedo joined Barca from Benfica in 2017 for an initial €30m and has since made 124 appearances.
However, his performances have been inconsistent, making him one of the players Barca invited offers for.
Barcelona could move for Ajax’s Sergino Dest with the money they receive for Semedo, but face competition.
Bayern Munich have reportedly agreed personal terms with the American teenager.
