But now Milan have expressed an interest and asked Arsenal for information, according to Sky Italia.
Milan first want to understand the conditions and Torreira’s willingness to join before going any further.
The cost of the deal would be high, but Milan have taken the first step towards a possible deal.
Torreira made 17 starts in the Premier League for Arsenal last season, but has lost prominence under Mikel Arteta.
Arsenal paid €30m (£26.5m) to sign holding midfielder Torreira in 2018 and he has since made 89 appearances.
Depay for Paqueta?
Meanwhile, an old name has returned to the Milan transfer rumour mill.
Sky Italia reports that to try and lower the cost of signing him, Lyon could include Memphis Depay in the deal.
Depay, 26, is in the final year of his contract at Lyon and they do not want to lose him for free.
The Dutch forward has been tipped to join former national team coach Ronald Koeman at Barcelona.
Reports of a done deal seem to have been premature though, with Barca needing to sell before they can buy.
And Milan, who have had Depay on their radar before, could be presented with the chance to sign Memphis.
