The 20-year-old joins Milan on a €10m loan deal with the club having an option to buy him for a further €15m.
On top of that, another €10m could follow in bonuses and Brescia will have a 10% sell-on clause.
If the deal is made permanent and all objectives are met, Milan will pay a total of €35m for Tonali.

Tonali will earn €2m-per-season plus bonuses and takes the iconic number 8 shirt once worn by Rino Gattuso.
One of Italian football’s great young talents, Tonali was on the radar of Inter and Juventus before joining Milan.
Brescia president Massimo Celino recently claimed Manchester United and Barcelona wanted Tonali, but the player’s heart was set on a move to the San Siro.
Tonali won his first three caps for the Italian national team last year.
