Doan, 22, joined PSV from FC Groningen for €7.5m plus €2.5m in bonuses last summer.
However, he struggled for continuity in the PSV side, starting only 12 games in the Eredivisie.
He remains very highly rated and will gain valuable experience in Germany’s top flight with Arminia.
Before moving to PSV, Doan had scored 16 goals and assisted seven for his teammates at Groningen.
Doan has been capped by Japan a total of eighteen times, scoring three goals.
He will face off against his countrymen Makoto Hasebe and Daichi Kamada when Arminia kick off their season against Eintracht Frankfurt next month.
