The 21-year-old is leaving Bayer Leverkusen for Chelsea in a deal worth up to €80m (£71.5m).
According to David Ornstein, Chelsea will pay just over €70m up-front with a further €10m to follow in add-ons.
That is considerably less than the €100m reported by the press in recent weeks.

Leverkusen sporting director Rudi Voller has today confirmed Havertz is on his way to London.
“In order to clarify matters for a possible move to the Premier League club Chelsea, Kai Havertz left the Stuttgart team quarters of the German national soccer team on Friday,” Voller said.
Havertz will leave his boyhood club after exactly 150 first team appearances, in which he scored 46 goals and delivered 41 assists.
