Volland, 28, has made almost 250 appearances in the Bundesliga, scoring 77 goals.
After four years with Hoffenheim, Volland moved to Leverkusen in 2016 for a club-record €18m fee.
Volland has been called up ten times by the German national team, with his one goal coming against San Marino in 2016.
It will be Volland’s first experience outside of his native Germany and he is looking forward to the challenge.
“I would like to thank AS Monaco management for the confidence they have shown,” Volland said. “I’m delighted to join this club with a great history and strong ambitions.
“I have been following the team’s first results and I am now looking forward to joining the group and getting down to work to bring my skills to the team.”
