The Sky Italia journalist revealed that Spurs made official contact with Roma today, submitting an offer that was quickly rejected.
Zaniolo, 21, is one of the players Roma want to build their future around and they are determined to keep him.
Even before the recent takeover eased their financial crisis, Roma had planned to hold on to the Italian international.
Spurs boss Jose Mourinho is a big fan of €70m-rated Zaniolo, who shone last season for the capital club.
But his effort to sign the young midfielder have been in vain, with Roma removing Zaniolo from the market.
Since his first team debut for Roma, Zaniolo has made 69 appearances with a return of 14 goals and six assists.
