And Milan have taken advantage of this by lodging an improved offer to try and lure Tonali to the Rossoneri.
Tonali caught the eye in his first Serie A season with Brescia, registering 11 assists in 35 appearances.
His form led to Roberto Mancini calling him up for Italy and handing him his first three caps in 2019.
Juventus have also shown an interest in Tonali, but it now appears to be a Milan derby for his signature.
Tonali will ultimately cost around €35m but could first move on a one-year loan with an obligation to buy.
