Teixeira, 27, was on Liverpool’s books from 2013 until 2016 before returning to Portugal with FC Porto.
The former Portugal under-21 international is now impressing for Vitoria and scored 10 goals in the 2019-20 season.
According to Record, he should join Feyenoord in the coming days with negotiations ‘very advanced’.
Vitoria coach Tiago Mendes wanted Teixeira to stay, but his high salary and contract situation (one year left) factored into the decision to sell him.
Porto still have 50% of Teixeira’s economic rights and will receive half of the transfer fee.
Feyenoord have now confirmed the signing of Teixeira from Vitoria on a two-year deal.
