Clubs from France, Italy and China were interested in the Nigerian youth international, with Heerenveen snubbing an offer of €7m.
Russian giants CSKA have made Heerenveen an offer they can’t refuse, bidding €12m for the 22-year-old.
He made 25 appearances in the Eredivisie last season, scoring nine goals and contributing four assists.
Although Ejuke’s sale will be a sporting loss for Heerenveen, it will allow technical director Gerry Hamstra to sign some players.
Heerenveen desperately need to strengthen several positions but had no budget until agreeing to sell Ejuke.
Ejuke will become the Dutch side’s third-most expensive sale when his move to Russia is complete.
The club-record sale is still Afonso Alves (€17m to Middlesbrough in 2008), followed by Miralem Sulejmani (€16.25m to Ajax in 2008).
