After struggling to impress at Inter, the Austrian international spent the second half of last season on loan at Newcastle.
Gladbach jumped at the chance to bring him back to Germany, where he impressed for Hertha, striking a loan deal.
According to BILD, Gladbach are paying €1.2m for the loan and have an option to buy Lazaro for €13.8m.
“We’re delighted that the loan move has gone through and that Tino has chosen to come to Borussia,” said sporting director Max Eberl. “He is a very versatile player and adds even more strength and depth to our squad.”
