Elia helped Basaksehir win their first ever Turkish Süper Lig last season, making 23 appearances.
His three-year contract with the Turks expired recently and he has signed for Utrecht for two seasons.
Elia has made 30 appearances for the Netherlands, most recently appearing in 2018.
It is an ambitious signing by Utrecht, who earlier this week landed former Groningen forward Mimoun Mahi from FC Zurich.
Van Wolfswinkel to return?
According to Voetbal International, Utrecht could also bring back a fan favourite from another Swiss club.
Van Wolfswinkel, 31, made a name for himself at Stadion Galgenwaard from 2009 until 2011.
That led him to join Sporting CP for €5.4m and from there he played for Norwich City, Saint-Etienne and Real Betis.
The two-time Dutch international missed most of last season after undergoing surgery for a brain aneurysm detected during a routine scan for concussion.
Van Wolfswinkel remains in contact with Utrecht and Jordy Zuidam has not denied an interest, but insisted nothing is concrete yet.
