22-year-old Cabral only recently made his loan spell from Palmeiras to Basel permanent.
And after spending €4.5m to sign him, Basel have now been offered €15m plus €3m in bonuses from Leeds.
Globo reports that Cabral is a direct request of Leeds head coach Marcelo Bielsa.
Basel are trying to get €20m from Leeds for Cabral, but are showing a willingness to sell the Brazilian.
Cabral is reportedly ‘excited’ at the prospect of playing in England’s Premier League.
In his first season in Europe, Cabral scored 18 goals in 39 games for Basel, leading to the Swiss side signing him permanently.
Basel have 70% of his economic rights, with 30% split between his former sides Palmeiras and Ceara.
Leeds’ offer is for 100% of his rights, which would mean profit for three clubs.
Businessman Paulo Pitombeira is conducting negotiations between Basel and Leeds, and has history with Bielsa.
In 2017, Pitombeira faciliated Thiago Mendes’ transfer to Lille when Bielsa was in charge there.
