The promising 21-year-old joins the Dutch side on a one-year loan and will hope to get his career back on track.
Arzani spent the last two years on loan at Celtic in Scotland, but made just two appearances.
Utrecht will be able to guarantee the six-time Socceroo more time on the pitch.
The club’s technical director Jordy Zuidam welcomed Arzani’s arrival.
“Daniel is a fast, mobile winger who can play on both the left and the right,” said Zuidam. “He plays with a lot of guts and has power in his actions, which suits our club and supporters.
“We’ve followed Daniel since his time at Melbourne City, where he made his first team debut at the age of 17.
“He seemed unattainable for us for a long time, but we were finally able to get him in this transfer window.
“I am happy that he is now finally here at the Stadium Galgenwaard. We look forward to seeing him in the FC Utrecht shirt in our anniversary season.”
Iran-born Arzani made headlines at the 2018 World Cup by becoming the youngest player in the competition.
