The highly-rated left-back played his last game for Santos at the weekend in their defeat to Cruz Azul.
And now Santos have confirmed the sale of Arteaga, 21, saying he is fulfilling his dream of playing in Europe.
Arteaga is signing a five-year deal with Genk after seven years at Santos.
He told the club’s official website: “I want to thank Alejandro Irarragorri for everything that helped me here, more than anything because everyone at the Club is helping me in my dream of playing in Europe.
“I have been in Santos Laguna since May 2013 to be exact; mixed feelings now that I’m going to have to leave this Club that gave me everything.
“I spent seven years here, four years living in a club house, which was where I was trained. The truth is that all this is going to be missed.”
Arteaga has been capped five times by Mexico, most recently against Trinidad last October.
