The Englishman has been one of Roma’s best players this season, enjoying some of the best form of his career.
However, with Roma’s financial crisis it had seemed like Smalling was heading back to United.
The clubs have now struck a €3m loan deal to be followed by Roma buying Smalling for €17m (paid over three years).
Man United have accepted the structured €20m deal and Smalling’s wish has always been to stay in the capital.
Pedulla adds that with everything agreed, the operation is now down to the final details.
30-year-old Smalling has made 32 appearances in all competitions for Roma this season.
