The 24-year-old has signed a five-year deal with the Bundesliga champions after passing a medical.
According to reports, Bayern have paid €49m up-front but the fee could reach €60m with bonuses.
Sané will reportedly earn around €17m-per-season, much more than City had offered him to stay in Manchester.
Sané made 139 appearances in four seasons for City, scoring 39 goals. However, he has rarely featured this season after sustaining a serious ACL injury.
That injury delayed Bayern’s pursuit of the German international as they were trying to do a deal last summer.
Sané spoke to Bayern’s official channels after joining.
“FC Bayern is a great club with big goals – and these goals suit me as well,” he said. “I’m looking forward to the new challenge and can’t wait to train with the team.
“I know Hansi Flick from the U21 national team, we had a very good relationship there.
“I want to win as many trophies as possible with FC Bayern, and the Champions League is the top priority.”
