The transfer expert was speaking about Napoli’s transfer market plans on SportItalia, saying they would have a big summer.
However, Milik appears to be on the way out after refusing Napoli’s offer of a contract extension.
Napoli have told Milik that he won’t be allowed to run his contract down, making a sale inevitable.
Juventus have made the 26-year-old Polish striker their main target to replace Gonzalo Higuain.
However, Jose Mourinho’s Spurs are also very serious about Milik, who has scored 10 goals in 17 Serie A appearances this season.
Milik’s preference is to join Juventus but everything will come down to agreeing a fee with Napoli.
As Pedulla explained, Napoli want €50m, a high amount for a player entering the last year of his contract.
“There won’t even be offers of €35m or €40m for Milik,” Pedulla said. “Nobody wants to invest a lot of money in a player who will be free in 12 months.”
At the moment, Napoli have not opened the door to swap deals either, making it a difficult negotiation.

The 21-year-old Nigerian has emerged as one of Ligue 1’s best attackers with 13 goals this season.
And Osimhen, a player attracting widespread interest, is the man Rino Gattuso wants to replace Milik next season.
Meanwhile, Pedulla revealed that Napoli expect Jose Callejon to sign a short-term contract extension until the end of the season.
Callejon, 33, will more than likely return to Spain this summer with a number of La Liga clubs vying for him.
