Sporting director Marc Overmars rejected the proposal and plans to send a counter-offer to Lille.
Overmars would prefer Botman to stay in Amsterdam, but if Lille meet his demands will consider a sale.
Lille have moved first to sign Botman, a Dutch under-21 international who has spent the season on loan at Heerenveen.
And Botman is the man they have made a move for, anticipating Gabriel’s departure from the Stade Pierre Mauroy.
Botman played every minute in his 26 appearances for Heerenveen this season and impressed.
It remains to be seen if he wants a move to France, having stated before that his dream is to succeed at Ajax.
