22-year-old Osayi-Samuel has been a top performer for QPR in England’s second tier this season. In 29 league appearances the left midfielder has scored five goals for Mark Warburton’s team.
Premier League pair West Ham and Norwich have been linked with moves for the Nigerian-English player recently.
Brugge have made the first bid for him though, conscious that he has only a year left on his contract.
QPR turned down the £3m offer from the Belgians, who will have to improve their bid to stand a chance. It is unclear if Brugge will return with an improved offer.
Brugge are guaranteed Champions League football next season, which could tempt Osayi-Samuel into wanting a move.
