19-year-old Soto is out of contract with 2. Bundesliga club Hannover 96 and has already signed for the Canaries, it is reported.
The promising striker has signed a contract until 2023, but will not be appearing in the Premier League any time soon.
He has passed a medical in Hannover and signed for Norwich, but Soto must now look for another new club. That is because he has been denied a work permit in England because of their strict conditions.
Only established internationals easily get work permits, but Soto has not yet made his USA debut. He was scheduled to play against the Netherlands and Wales in March, but the games were canceled due to the Coronavirus.
Soto’s adviser Rob Moore is negotiating with Dutch, Belgian and German clubs to secure him a loan move from Norwich.
Norwich’s plan is to loan out Soto for a year, get him capped by the USA, and bring him to England in 2021.
At the U20 World Cup a year ago, Soto trailed only Borussia Dortmund’s Erling Haaland in the Golden Boot standings. Haaland is now rated at €72m and has the likes of Real Madrid on his trail.
Soto’s temperament has been questioned but Norwich are convinced by his potential and hope to unlock it.
Although he was out of contract, Hannover will receive almost €200,000 in training compensation from Norwich for Soto.
