Jurgen Klopp has a formidable midfield trident of Fabinho, Jordan Henderson and Georginio Wijnaldum, but with James Milner now 34 and Naby Keita failing to impress, could seek out a new midfielder.
Liverpool would look at signing Ndombele on a paid loan with an option to buy for a large fee.
The benefits for Spurs could be getting a rejuvenated Ndombele back or selling him to Liverpool for a profit.
Spurs manager Jose Mourinho has repeatedly spoken out against the French international, leading to doubts about his future in London.
“He’s injured, he’s not injured, he plays one match. This is the same since the beginning of the season,” Mourinho said of Ndombele in January.
Then in March, following Tottenham’s 1-1 draw with Burnley, Mourinho again criticised the former Lyon man.
“He’s a player with great talent,” Jose remarked. “He has to know he has to do much better and know I cannot keep giving him opportunities to play because the team is much more important.”.
